Tarlow was raised and born in Norwalk as the grandchild of a prominent Norwalk family According to one of the family members, Norm Rosenfield. The family believed that their ancestors first came to Norwalk in Connecticut town of 1803 when they were refugees from Russia.

In the 90s in the 1990s, he collaborated together with British writer William Boyd to adapt the Mario Vargas-Llosa novel “Aunt Julia and the Scriptwriter,” into the movie “Tune in Tomorrow.” 

The collaboration between him and Boyd became a long-lasting relationship that eventually led to another film that was based on the novel by Boyd “A Good Man in Africa.”

Tarlov also directed the production of three John Waters movies with his longtime producer John Fiedler “Cecil B. Demented,” “Serial Mom” and “Copycat.” He directed 2 films, including the music video for 2004 “Temptation” and the 1999 romantic comedy “Simply Irresistible,” written by his wife.
